The Government of Jamaica (GoJ) intends to enter into a loan agreement with the World Bank toward Additional Financing for the Foundations for Competitiveness and Growth Project, and has committed counterpart financing to achieve the Project’s objectives. The GoJ intends to apply part of the counterpart financing for this consulting assignment. The purpose of this consultancy is to engage the services of an Individual Consultant to prepare the proposals for a new Local Improvements Act to repeal and replace the Local Improvements Act 1914. The consultancy is to review all relevant legislation, including the proposed Town and Country Planning Bill, the recently enacted Building Act, Local Government Reform, the Local Improvements (Community Amenities) Act and the Registration of Title Cadastral Mapping and Tenure Clarification (Special Provisions) Act, as well as new challenges, emerging trends and cross cutting issues in a balanced way.
