The NWA acting on behalf of the National Road Operating and Constructing Company is desirous to solicit a Consultant to provide Consultancy Supervisory for the Procurement of Consulting Services –Montego Bay Perimeter Road Project The project aims to develop an alternative route around the central business district (CBD) of Montego Bay to reduce congestion in the city and spur economic benefit. The Project will provide additional capacity to the road network and offer the possibility of opening up new areas to development along the corridor. The Montego Bay Bypass and the Long Hill Bypass will function as commercial tolled corridors into the future and become part of the H2K network. Eligibility Requirements: INTERNATIONAL BIDDERS International bidders while not required to submit a Jamaican Tax Compliance Certificate at the time of bid submission, if successful may be required to demonstrate tax compliance in their country of registration. LOCAL BIDDERS Local bidders while not required to submit a Jamaican Tax Compliance Certificate and Public Procurement Commission (PPC) Certificate at the time of bid submission, if successful must provide the National Works Agency with the following prior to contract signing: •A valid Tax Compliance Certificate (TCC) or Tax Compliance Letter. Foreign Consultants must partner with a Jamaican Firm/Company. Foreign Consultants must provide a Letter of Intent to form an Association with a Jamaican National Firm/Company, which shall be signed by all partners and submitted with the bid, together with a copy of the proposed agreement. Foreign Consultants must propose an agreement with Jamaican Firm/Company with a minimum percentage of 30 percentage of the consultancy. The Jamaican National Firm/Company must meet the following requirements: •Supervised at least one (1) project with a minimum value of J$1B •Supervised at least one (1) project of a similar nature and size in the last five (5) years. Failure to submit the documents listed above shall result in the rejection of the bid. The project duration is 44 months.
